12: Remove version number from namespace URI

Summary

Schema namespace URI contains a version number. This makes it hard to migrate to new versions of the spec, because XPath expressions need to bind to a URI.

    The AWG discussed this in Feb 2007 and commented that
    – if a single document needs to include two FpML versions (e.g. 5.0 and 5.1) the proposed solution won’t work.
    – by using Xpath 2.0 aware processors, you can address many of the convenience issues raised in the original issue.

    Recommend closing the issue without any changes (i.e. retain the minor version in the namespace).
