Summary

DTCC implemented MessageIDScheme as optional in a product in use by or anticipated to be implemented by many member banks of ISDA. This attribute has been optional in all previous WD versions of the 4.0 FpML that DTCC has studied or implemented.

DTCC became aware that the MessageIDScheme was being made mandatory on September 22, 2003. DTCC has voiced our opinion that this attribute should not be mandatory because:

-- MessageIDScheme attribute is not clearly not necessary for all systems (e.g. DTCC's) -- Mandatory MessageIDScheme attribute breaks early implementations of FpML 4.0 -- Leaving the MessageIDScheme optional allows implementations that desire this attribute to require it and others that do not require this attribute to omit it

DTCC continues to strongly recommend the MessageIDScheme attribute be returned to optional.
