EQDWG/VWG agreed to keep the gaps but explicitly stating deprecated and removed rules.

We should add a category of ‘removed’. This should be distinct from ‘deprecated’. The xslt that generates the documentation should be modified to output ‘removed’ rules. The schema supporting the xml documentation of the rules should be modified also to support the concept of ‘removed’.

Missing eqd-11 rule is added back to rules-english-eqd.xml as “removed” rule.
