works fine when you do not have circular includes, but breaks on the latest FpML-4-3-4-WD-2

I want to this to be fixed, and make sure that it goes away for good

    I think I have simplified the existing includes and I cannot see any circular relationship. See attached file.

    We need a tool that checks circular references or a tool that merges all files together and we do a single file release per namespace.
