Summary

A simple adjustment to the content model of Discounting allows business rule ird-32 to be retired - please see proposal document and modified ird schema attached.

    Harry,

    It makes sense to me. The same could have been accomplished by an optional sequence containing the two elements but the introduction of a group may help in terms of reusability.
